This position serves as an Accounting Technician and is organizationally aligned under the GLFS Accounting Section and is responsible for receiving, reviewing, and classifying a variety of complex accounting documents and transactions, such as systems with extensive subdivision of accounts, frequent and varied adjustments to accounts, and a number of different programs.

Major Duties:

* Processes accounting transactions for a wide variety of functions. * Conducts detailed examination of transactions, research required information, and classifies accounting data. * Verifies source documents for accuracy, determines necessary accounting transaction, and codes transactions. * Prepares and ensures sufficient funds have been obligated and totals are correct. * Maintains, controls, and reconciles accounting transactions and records. * Certifies fund availability to cover all commitments and obligations and certifies vouchers for payments. * Prepares collection vouchers to be sent to debtors. * Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions. * Researches and determines cause of discrepancies and initiates necessary adjustments. * Analyzes and examines accounting data and accounts to resolve nonstandard transactions, complaints, or discrepancies. * Monitors fund balances and maintains records ensuring funds are managed. * Research problems or errors that require reconciling and reconstruction incomplete information. * Prepares reports reflecting examinations made, discrepancies noted, and the corrective entries required to adjust accounts. * Prepares monthly reports, correspondence, and follows-up on flagged documents. * Resolves problems as a result of regulatory, procedural, or system changes. * Assists in the maintenance of Internal Control Program requirements. * Serves as the alternate agent cashier. * Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for this position at the GS-6 level, you must meet the following:

Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-5 in Federal Service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Knowledge of accounting procedures related to appropriation funding, allotments, obligations and disbursements; Ability to analyze the interrelationship of accounts that are affected by varied transactions; Knowledge of a variety of procurement transactions and documents, accounting symbolic codes, account structures, and procedures for setting up liquidating obligations; Knowledge of procedures used to enter, modify, retrieve, and delete information in an automated general ledger system; Knowledge of manual regulations, procedures, and policies governing the double entry accounting system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
